Precinct 4's Eight New Muralists Announced

In May, the Civic Art Division announced a series of large-scale murals in Houston’s Gulfton/Sharpstown area as part of a collaboration with Harris County Precinct 4. We are thrilled to introduce the eight Houston-based artists who will bring this project to life! These beautiful works of art are expected to be completed by the end of the year. The Civic Art team and Precinct 4 look forward to working with these talented artists to create pieces that celebrate the story of the Gulfton/Sharpstown community!
Alex Arzu
Harvey, A Meditation, 2019
Alexander “Zu” Arzu is a Houston-based muralist and tattoo artist who was born in Germany to two Garifuna-Honduran immigrants. Arzu aims to produce art that inspires viewers to have their own unique experience, and considers the environment, audience, history, and behaviors of the community he is creating artwork in to inform his designs. Arzu is skilled at creating large scale murals in a variety of graphic styles and surface applications. Most recently, Arzu has completed several murals on basketball courts around the Houston area and several large-scale murals in Downtown Houston. Arzu has three murals in the Gulfton/Sharpstown area completed in 2018 and 2019 as part of the Gulfton Story Trail initiative by CHAT (Culture of Health – Advancing Together).
Caroline Truong
Xin Chao Houston, 2022
Native Houstonian, born to Vietnamese refugees, Caroline Truong has been painting mural sized artworks since 2012 and creates artwork to represent her culture, experiences, and to spread joy in her hometown. Through vivid colors, lively designs, and fun compositions, Truong’s artwork is inspired by her upbringing as a second generation Vietnamese-American, and experience raising her own family in one of the most diverse cities in America. Banfield Brothers Properties commissioned Caroline Truong to create a large mural the length of a Shipley Donuts Drive Thru. Truong worked with community volunteers of all ages to complete the 80’ long painting which took over 100 hours in total. Additionally, Truong was selected to complete a mural for Lowes Build a Dream campaign, the Beaumont mural festival, and popular Houston restaurants Xin Chao, Roostar, and The Blind Goat to complete interior and exterior murals for their spaces.
DUAL
Railroad Americana, 2024
Dual is a Houston-based artist that has been working in the local street art scene since 2005. Working anonymously under the pseudonym DUAL, his signature approach to paintings can be recognized throughout the city. In addition to his large-scale public paintings, DUAL has also pursued formal arts education at the University of Houston and applies his vibrant, rhythmic paintings to canvases, panel, and 3-dimensional forms which have been exhibited in galleries in Houston, Austin, and Los Angeles. DUAL was recently included in Project Row Houses’ Round 58: Free Someone, which celebrated Houston artists who have overcome adversity to become renowned in their artwork in public places.
Floyd Mendoza

Floyd Mendoza III was born and raised in Pasadena, Texas. A self-taught artist, Mendoza began working as a full-time artist during the pandemic after he was laid off from working on railroad construction. He had begun to sell commissioned paintings for local clients and with that success, continued to pursue his artwork and stretch his creativity. Mendoza loves to try new concepts and work with new materials to create murals, realistic portraits, caricatures, live painting, and other creative expressions. Floyd has been invited by numerous private businesses, cities, and mural festivals to complete artwork. In 2024, he worked with the City of Sugar Land and the JJ Watt Foundation to create a mural at the Space Cowboys Constellation Field.
Jessica Rice
Mother East End and her Dream, 2024
Jessica Rice is a painter and mural artist living in the Houston area. She earned a Bachelor of Art from the University of Houston- Downtown with a focus in education and art. After studio painting professionally and participating in gallery shows for five years, she painted her first mural in 2012 and began a career as a mural and street artist. Recently, Rice has completed large scale murals for the Houston Zoo Centennial, Meow Wolf Houston, and Buffalo Bayou Mural Festival.
Royal Sumikat

Royal Sumikat is a multidisciplinary artist born in the Philippines and currently based in Houston. Their work moves fluidly across installations, murals, and spoken word poetry, weaving together vibrant juxtapositions of color, texture, and concept. Through these contrasts, they create visual and narrative spaces that invite curiosity, introspection, and connection. As a queer migrant and priestess, Royal draws deeply from the intersections of their identity, channeling mythology, ancestral wisdom, and personal storytelling into their air. Their practice is a bridge – between past and future, seen and unseen, tradition and innovation – offering a glimpse into worlds that both deeply personal and universally resonant. Sumikat’s vibrant murals can be found throughout Houston. In 2022, she completed a commission for the Moody Center for the Arts at Rice University.
Santiago Perez

Colombian-American artist, Santiago Perez was born in the United States but raised in Medellin, Colombia. He was drawn to create art from an early age, and is self-taught, continuing to develop his skills by experimenting with new media, illustrations, animations, digital art, and murals. In 2021 Santiago founded Colourville Studios with his wife. Together, they unite their cultural backgrounds of Latin America and Vietnam to create vibrant and inspiring artworks around Houston. Perez has completed multiple artworks for the Mini murals program around Houston. In 2024, Perez was selected to complete a mural for the Hillcroft Metro Mural program. He created a mural wrapping the concrete walls surrounding the bus stop on Bellaire Boulevard along METRO’s 47 Hillcroft route.
Usagi Wasabi
Tesoro Do Pantanal, 2022
Wendy Delgado is a native Houstonian who loves to tell a story with her illustrations. An appreciator of the arts from a young age, she explored various creative disciplines including dance, music, photography, and fashion design. During her college years, she discovered her passion for illustration and love for watercolors. In 2011, she established her own design brand and began selling fashion accessories at local trade shows. She created her artist moniker, Usagi Wasabi, with which she cultivated her skills in illustration and set a goal to bring her art to the public. Her work now includes an expansive portfolio of watercolor, acrylic, relief printmaking, and gouache. Public art has quickly become her favorite form of expression as it brings about positive energy from those who experience it. Usagi has installed numerous murals throughout the Houston area, including Tesor Do Pantanal (2022) celebrating the Houston Zoo’s Centennial. In 2024, she was featured in Weingarten Art Group’s group exhibition, “Will-0’-the-Wisp” in CityCentre.
